Cooper vetoes GOP bill stymying powers of incoming Democrats, calling it a 'sham'
Three House Republicans who voted against the bill could determine whether it becomes law. The 2023-2024 legislative cycle is now the most vetoed session in state history.
On Tuesday, North Carolina Gov. Roy Cooper vetoed a wide-ranging 131-page bill that reduces authority of several incoming Democrats and shuffles around $227 million toward Hurricane Helene relief, but doesn’t spend it.
In veto message, Cooper called the bill a “sham” and unconstitutional. With his action on Tuesday, the 2023-2024 legislative session has become the most vetoed biennium in state history, with the governor rejecting 29 bills. The 28 bills Cooper had vetoed prior to Tuesday have all been overridden and become law.
